Jennifer Fitzgerald, Senior Vice President at CP&A, puts her 25 years of government and public affairs experience to work in multiple industries such as transportation, housing, health care services, and telecommunications, to name a few. Jennifer heads CP&A’s public outreach efforts for public agencies and specializes in leading productive engagement efforts that build consensus among various stakeholders. Whether in public outreach, entitlement services, or strategic communications, she enables our clients’ success through focused communications that are compelling and authentic.
Prior to joining CP&A, Fitzgerald was the CEO of CL7 Communications, Inc., a strategic communications firm, which specialized in fundraising, strategic communications, event management, and organizational growth. Jennifer started the firm on her own in 2004 after a decade of public sector service for elected members of the state legislature and U.S. House of Representatives. During the subsequent ten years in the private sector, she and her team raised over $10 million for her clients, while also helping several non-profit organizations expand their membership base and service offerings, as well as refine their operations.
Jennifer’s passion is public service and was elected to the Fullerton City Council in November 2012. Her priorities remain retention of the community’s culture and history, improved quality of life for every resident, enhancing public safety, and the rebuilding of the city’s aging roads and water infrastructure. She currently serves as the city’s Mayor.
Jennifer represents the City of Fullerton as the 2019-2020 Immediate Past President of the Board of Directors for the Association of California Cities-Orange County Chapter. She is a Member of the Board of Directors for the Orange County Public Affairs Association. She represents taxpayers on the Fullerton Joint Union High School District Bond Oversight Committee, is a past Board Member of OCTAX, as well as Past President of the Fullerton Chamber of Commerce, and a past Member of the Board of Directors for the Fullerton Historic Theater Foundation. She is a former Member of the City of Fullerton Planning Commission and its 2010 General Plan Advisory Committee.
Jennifer’s volunteer service includes work in the education and non-profit sectors. She is the founder of Give Back (Packs) Fullerton, a member of the Fullerton Elks Lodge, The American Legion Auxiliary, and the Fullerton Woman’s Club. Additionally, she is a past Member of the Board of Directors for OC United, a Fullerton-based non-profit focused on bringing hope to people facing homelessness, foster care, and domestic violence.
Jennifer and her husband, Sean, have two sons. Jennifer graduated Magna Cum Laude with a Bachelor of Arts Degree in Communication Studies from Biola University in 1995 where she also earned a Minor in Biblical Studies.
